FINAL REPORT: Pipelines in Nigeria and Morocco

Executive Summary

The oil and gas sector in many African countries has been fundamental for the economic growth of the continent. Currently, nearly 20 African countries are significant producers in the global industry. In recent years, oil production in Africa has accelerated at a faster pace than any other region. However, the Middle East has grown the fastest in gas production, Africa coming in second.[i] Nigeria, a dominant actor in Africa’s oil and gas sector, has the opportunity to bring Africa to the forefront of both oil and gas production. The Nigeria-Morocco Gas Pipeline is set to supply gas to at least 15 countries and will allow the two countries to take control of the the sector in West Africa.[ii]

 This report outlines potential risks corporations will face investing in the Nigeria-Morocco Gas Pipeline (NMGP) project, as well as strategies to mitigate these risks. The report consists of four sections, each focusing on specific risks and corresponding mitigation strategies for the pipeline project.

- International risks: Third-party opposition, previous unsuccessful attempts, Algeria’s security risk, and conflict between Nigeria and Morocco
- Governance risks: Election fraud, corruption in the NNPC, and protests for democratization 
- Environmental risks: Infrastructure issues, and oil and gas extraction 
- Economic growth: Security threats threatening investment, and persisting income inequalities
